Norton AntiVirus Question

I am running Windows 95 and Norton AntiVirus 2001.

When I go to OPTIONS, and then click on AUTO PROTECT, there is a screen that asks which file types to scan. Choices are ALL FILES or PROGRAM FILES & DOCUMENTS (recommended).

Does anyone know why it would be recommended to scan program files and documents rather than all files?

It saves time, plus since a virus must be run to do it's damage, the most likely virus candidates are executable programs and macros embedded in Word documents.
