which of these amps would be closest to a Tom Brumley sound on his Buck Owens steel breaks?
and can you still buy the fender twin 2/twelves?

I'm pretty sure Brumley played most of the Buck Owens stuff through a Twin. Older used Twins are not hard to find, or you could come close with one of Fender's current Twin Re-Issues. IMHO you're better off getting one used.

The problem with the Brumley sound, as heard on the Buck Owens recordings, is that it was heavily EQ'd in the mixing process, so as to have more presence on the radio. The sound on those records is pretty thin. Other Forumites have reported that the sound on the live recordings gives a better idea of his true sound. Also, some of the earlier songs, like "Together Again", may have been played on a Fender steel, before he switched to the ZB. In any case, a Fender amp would be more appropriate for approximating the Brumley sound. Capturing the emotive quality of his playing is another matter entirely. Fender tube amp for sure. I think Tom used a 15" JBL loaded '59 Bassman w/reverb for most of those recordings. I've seen him live with his show and he had a pair of Blackface Twins with 12" JBLs. Tom had his old '59 Bassman in Dallas this past weekend and it sounded fanstastic. He also used a Steel Guitar Black Box (tube preamp for steel guitar) for that Dallas performance and he decided he liked it so much he took one home with him to keep.

IMHO, gotta go with the Fender. Solid state simulators and programmable preset paraphernalias will get close...but no cigar!
