710's and XR-16's are wound to approximately 30K Ohms DC resistance.
Bill Lawrence does NOT wind these pickups to a specific resistance. He winds them to a specific Inductance, 16 Henrys.
Impedance of an inductor (pickup coil) is an AC measurement of Inductive reactance and frequency dependent. The resistance is a DC measurement and is, basically, a function of the wire's diameter, composition, and length.
I suspect that Ricky is refering to the older Bill Lawrence 705's.
