My personal choice would be Louvin Brothers, Ira & Charlie. I will admit they wrote and recorded great songs, but they had the outstanding vocal ability necessary to sing them too.

Hank would definitely qualify, maybe even Percy, but never Charo. Haggard, Jones and Willie can also deliver a song with a tremendous amount of soul, but the Louvin Brothers remain my top choice.

I prefer listening to country and the most soulful singers I've heard in that field would have to be Mark Gray, Gary Morris, and T. Graham Brown.....JH

I was going to say Pee Wee Herman or Tiny Tim, but Mr.Charles and Ms. Cline have to be the best. They had more soul than they could control. Just listen to Patsy's version of Faded Love and Ray's version of You Don't Know Me. A close second would be Jeannie Seely. Her singing of Don't Touch Me still gives me goosebumps.
