I could be wrong, but I don't think there is a "right to record" fee. You must pay royalties if you distribute someone else's tune. And I think that amounts to around 9 cents per copy. Of course, it's been a while since I looked into this so I could be all wrong.

If the song has never been released for sale, the writer can ask whatever he wants for the "right to record " it. And you still have to pay the 8 cent royalty. Once the song has been released for sale, anyone can record it, providing they request the statuatory license (which the writer/publisher has to give), and pay the royalty.
Of course, 12 grand...well, there's a sucker born....

Not that it matters..but it's 8 cents per song with up to a 5 minute length and a minimum of 500 copies, so it's actually $40 per song/500 distribution. thanks Jim..
