I have one. May be a little older than that one. It's a pull release. Here's a thread I started when I first got it. Cool little guitar! Seems like a pretty fair price for that one. Looks like someone's dream of a steel guitar about 1965. The builder or a buddy worked in a foundry of some type. Made a key head with that would accept rollers, 2 end plates, used conduit for legs, Cut the changer parts out of plate aluminum and built their dream.
I am guilty of that about 1970. I used a Sho-Bud Perm for measurements. Built the Red Neck Blonde.
