Just what exactly is the "Franklin Pedal"

I have heard stories about the "Franklin Pedal". Just wondering what it is and what it does and where do I find info about it.

Buddie it is that fourth pedal that Paul has on his chopedant. it lowers 5 and 10 to "A" and string 6 to "F#".

Some people put it in position 0 (before the ABC pedals) and some prefer at position 4.
