ten pedals

I need all the advice I can get for a 1976 Emmons D-10 I am in the process of restoring. It has ten pedals and four knees. The standard set up will be on pedals two through ten. What would you do with one and two ? I have all the parts laying on the counter, cleaned up ready to install.New strings are on each neck and the changers are tuned.I am waiting on a couple of parts.If all else fails, I will have the heaviest twenty string lap steel in existence..Thanks for any help..

PS: It makes a very impressive pile of "stuff" to stuff back under there, hope theres not too much "stuff" left over
