Every time when I boot up, on both my computers, I get a pop-up that says "This computer took 345 seconds to start, slower than 98% of computers like it. Trend Micro can save you time with a quick tune-up".

So, sometimes I click the "Tune Up Now" button. It says it trims off a certain numbers of seconds. But every time after that tune up, I get the pop-up, with exactly the same number of seconds to start. And, it is identical on 2 different computers.

What kind of BS is Trend pulling here.

It is a freebie from TM. You can disable it from happening on the popup screen, or in the main GUI settings section, under PC Health Checkup (uncheck the lower section starting with check for unneeded system files.
