It is a Spider Capo which enables you to place most any tuning on a standard guitar. Even the nefarious, legendary H flat tuning!

I was just at a Finger Picking Guitar Contest, recently, and they were reading the rules and said open tunings and alternate tunings were fine, but
alternate tuning assisted capos were NOT allowed.
So apparently it's not legal!!

I do a little open tuning stuff here and there and that thing doesn't look it'd work for that. When you went up the neck, wouldn't it be right back in standard tuning once you fretted away from that "capo"............JH in Va.
Don't matter who's in Austin (or anywhere else) Ralph Mooney is still the king!!!
