Distorsion in Peavey Amp
I play steel through a Peavey KB-50 amp using a Behringer V Amp 2 amp modeler. When I push my volume control down most of the way I am getting a lot of distorsion. Bad speaker, too much output from my V amp 2? Any ideas? Also how do you get the front off a Peavey amp that is sealed in the back Solid , no screws? I was thinking the speaker might need re-coning. By the way when I am not pushing it the amp sounds great!

Amp Distortion
I have a Polytone Mini Brute amp that had the same problem , distortion at higher volume , took it to amp tech and he found two bad (solder) grounds .Re-soldered and amp came back to full power and still plays fine !! This may be your problem ??

Preamp
It is a preamp and capable of driving your amps input into distortion.
Are you using it into the main input jack? If so you will very likely distort the amp. If the amp is OK with just the steel, there is the problem.
Trying using another input, power amp or an effects return loop. That will greatly reduce the number of gain stages that are causing distortion
The specs on your unit are very vague, no output level is mentioned. Typically preamps are in the 1 to 2 volt range, way too much for an amps input. Choices? Reduce the output of the Behringer unit ( and suffer poor signal to noise ratio) or use another input that is less sensative..

KB
KB amp for steel..................................
Of course, my suggestion is to purchase a steel amp like a Nashville 112 or Nashville 1000. These amplifiers are designed to reproduce the steel guitar frequency range accurately. Here is a like to these units from the Peavey website;

I visit this website on a daily basis and will be glad to assist you. I can be reached toll free at 1-877-732-8391, ext. 1180.

I suspect it's the Behringer as it can also be a preamp and if that's the case and it has a level control on the unit, cut the volume level down and see if that helps.
Also, bypass the Behringer and see if it does it. If it doesn't then that would prove it's the Behringer that is causing the problem.
