The major PHiladelphia paper gave it 3 stars (out fo 4). They called it "Eno-esque", refering to his former partner, Brian Eno. The review sums it up
I'll probably get a copy to have around as background or mood music. It doesn't sound like something I would just sit and listen to.<SMALL>Belladonna is quiet but not passive, meditative but not unfocused, nocturnal but not soporific.</SMALL>

Lanois does interesting stuff - very unique and talented dude.

I saw Daniel Lanois play solo and with Emmylou Harris at the Sundance Film Festival a while ago. His guitar playing was very unorthodox and sounded amazing. His pedal steel playing was equally unorthodox and cool sounding. It's nothing that fans of only trad. steel technique will like, but if you can appreciate an oddball approach with unusual voicings and textures, it's worth checking out for that alone.
I read that one of his earliest gigs was playing pedal-steel for Raffi.

Giorgio, the original post has a link where you can hear some sample clips. It's not solo steel, but is a group mix that prominently features pedal steel.
