OK guys, I KNOW that DSL was designed for copper. I knew that as I was typing that last post.
Around here, they CAP the copper lines. They use fiber for DSL.
I'll be the first to admit that I don't understand this DSL thing.(Yet) But I'm learning, and not just from experience.
Did your telco have you "rip" your NIC, and did they do it on their end?
It's obvious that "something" is not configured correctly, and I would bet dollars to donuts that it's on the telco side. Somebody dropped the ball, and you're left holding the bag.
I don't run WinMe because it is not as user freindly as Win98SE. (ie. doesn't have all the drivers, no DOS, and I like to play graphics rich games.) The same goes for XP. I have (2) copies of XP. XP Whistler, and XP Professional. The issues with these 2 O.S.s are worse yet.
So........If I gave you bad info, then I apologize. I was just feeling your frustration and was only hoping to help The fone line thing seems to be an issue here in East Texas, but it is a contrivence of the fone company, for what ever reason they might have. So..............What to do next.............

Earthlink called me tonight. After review of my problem and limited success, they have concluded it is a line problem. They are going to sic Covad on it ASAP.
I'm off on vacation and 20th anniversary trip tomorrow, so will let you know more when I get back.

Time to close this thread. NO DSL. After many efforts, help by all of you, Qwest, Covad, Earthlink..........finally determined that my line would just not support DSL.
I could sync, get email(very slowly), ping (using URL but not DNS name) and with very heavy packet loss. I bet if I try to sign up for Qwest DSL they would get it working, but since I want to stay with Earthlink, Qwest may not have tried as hard as they could. Just a guess.
