Jack- thanks for the link. It is interesting, but in my case (here in Ohio) is not much help. Of the 5 test sites, 4 use servers so slow that the results have no meaning.
When I suspect connection/thruput problems, I use a small utility called DUNMON which provides a real-time graphical readout of my modem activity. (Of course, this is only for dial-up conections.) There are several programs of this type available but this one is FREE, small, accurate, and convenient.

Another FREE utility I find very useful is DownloadAcceleratorPlus.

When you wish to download something (particularly from one of the major software libraries), DAP will automatically check the site and any mirrors, ping them, and provide a list ordered by best speed. Upon starting the D/L, the file is split and a seperate connection made for each segment thus allowing maximum thruput for your available bandwidth. The segments are spliced with no user intervention. There are 'resume', 'scheduling', browser integration, and other features. Again, there are others that do a similar job but I like this one best.
On my slow dial-up (44-48kbs) these two utilities have been quite useful.
