converting files ?

I dont think this is possible, but I thought I would ask anyway.

Can I download a WAVE or MP3 ,say from the internet, send it to BB, then convert it to a MIDI file, so I would have each instrument on a different track?

No Way! BB can however generate a style to play along in midi or real instruments and of course those can be saved on individual tracks. The midi tracks can be saved as midi or wav, but the real tracks can only be saved as wav.
