When I run scandisk I get this message;
"scandisk has re-started 10 times and is unable to complete its task because some program is continually writing to the disk"
Also, my computer keeps freezing up, sometimes immediatelly after boot-up, without any activity from me.

If you have a viruscan program runnning (in the background) disable it before running scandisk. Also make sure scandisk is the only thing running at the time. Anytime anything changes on the hard drive scandisk will start over. If necessary you can start WIN95 or WIN98 in "safe mode" and run scandisk and there shouldn't be anything that will interfere with it. Same with defrag, running it in the safe mode helps it from restarting the same way.

Like Jack said, make sure no other programs are running when you de-frag.
Even something as simple as a screen-saver will cause problems.
Get into Task Manger (Ctrl-Alt-Del), and end all tasks except Systray and Explorer.
