While I'm not looking for a complete song, I'm curious as to what Pete Drake did for the intro to Leon Russell's (Hank Wilson) version of SHE THINKS I STILL CARE.
Sounds like an overdub, maybe a buncha C pedal.
Pete may not have been a technician on steel, but he did do some tasty accompaniment over the years.

Definitely two steels there. On the intro, they play slightly different things in the 1st measure, sort of like singing in a 'round,' but then play the exact same thing after that.
This is in the Key of C, starting over the 1 chord. Maybe more than you want to know, but here are the blind alleys I went down to get an answer:
You mentioned the C-pedal, so I started there. That would work starting with Measure 2... but the 1st measure has notes that are higher, not available in Fret 8.
And to get the required notes up an octave puts the end part of the lick's bends in the wrong place (unless you have a lever to raise String 8 a whole step).
So looking elsewhere...
All the notes (but one) are available at Fret 15 with AB down (uses the 2nd-string lower from half- to whole-step)... but again, that puts the string-bends in the wrong place starting in Measure 2. You have to slide back 2 frets to get the next bit. But I can hear the notes from the first measure ringing into the second... so probably no bar-change during the first two measures.
So... to keep the strings ringing and to get all the bends in the right spot, I think he's playing the whole thing in Fret 13 (i.e., 2 frets back from pedals-down):

Stg 1
St 4 ~ then lower to 4L
Stg 5A ~ Stg 5 (then the second guitar enters here)
Stg 7
Stg 5
The Second Guitar:
Stg 1
St 4 ~ then lower to 4L
Stg 5A
Stg 4L+Stg 5 (both guitars start playing in unison here)
Stg 5 ~ 5A
Stg 4L ~ 4 ~ 4L

Stg 5A+4 (bend into it with A pedal on Bb chord)
Stg 5+4 (starts pedaled, then quick release for F chord)
Good luck. It's easy to play as written, but awkward to try to cover both guitar parts by playing the first few note sequence twice... blocking of Stg 4 is crucial before the second pass.
