What's your actual budget?

I'd look into the Growler steel guitar line, but I have no direct experience with them.

I would recommend Stage One, I have had many of them and they are great steels. Priced just right.

While the Stage One is a great guitar, Doug has closed ordering for the balance of this year. They are good guitar, but you'll have to find a used one, (still a good option). The Growler looks interesting.

We know you want to get one as cheaply as possible but knowing your limits will help us a lot. Is $1500 too much? $1000?
Many will say you ABSOLUTELY MUST have three pedals and four knees. There are many ways to look at it. Be prepared to make mistakes and learn from them. Pedal steel is a machine and you can look at it like a bike. A used one May have messed up gears and flat tires or bent rims. Do you NEED a Ten Speed or can you learn basics on a three speed?
I’ll say what I always say. Look at the Justice S10. You can learn a lot with 2 pedals one knee and it has capability to add lots more as you progress. Getting a well built new guitar with limits MAY be better than a messed up used one.
