Is there an optimal spacing between string and pickup? I know this can produce phase issues but can't seem to find any diagrams or charts specifically for pedal steel pickups.

You don't get phase issues with just one pickup, so you can forget about that. (Unless you've got a humbucker with the poles connected out of phase, in which case the phase issue is caused by the wiring, not the string-to-pickup spacing.)

Most pickups sound best somewhere between .125" and .190", or about the thickness of two or three quarters. I tend to like the larger spacings, as there's less chance of compression or overdrive, since many steel pickups can put out several volts of signal. There's also less chance of the bass strings "bottoming" on the poles from your right hand or the weight of the bar hand.
