There's a lot going on in that picture, I'm stumped right now.
Does look like Ice Cream but almost looks like some grainy material like corn.
The one girl is feeding the other what looks like Pizza, but that seems improbable for the time period.
Check out the guy in the photo, center top of picture.

or a 12" Farlin open back, 28 & 3/8" scale...
