what is the gauge for E tuning?

I would recommend a standard set of medium gauge electric guitar strings (.013 to .056).

well, if I go .014 for 1st string on E, in that case I have to change the whole set?
my scalelength is 23inch.

There are not many sets that have a .014 for electric guitar. There are two that I can think of and they are both made by Thomastik and are about $30 per set.

You can purchase single .014 strings separately (which would be a good idea to buy several since they get grooves on them fairly easily and should be replaced even more frequently.
