If it's a steeler, dunno for sure...kinda reminds me of Joaquin Murphy or maybe Herby Remington.

That looks an awful lot like Tom Swatzell. He was called the Dobro King in certain circles, played and promoted the branded Dobro®, but I'm quite sure he was capable of lap steel too.
He also had a MEL BAY instruction booklet for Dobro. |

I think you're right Jerry!
From what I can find about him, that big bolo tie with the hat and fancy shirt sure supports the idea. Tom was usually seen dressed like that. |

Yeah, I'm pretty sure it's him. I recognize him from some info I got from Bev King and a Dobro® book I had. There were several pics of him and some with Ed? Dopyera. Bing link below.
