Hello Len,...and welcome to the forum!
I would keep my eye on eBay. It may be quite a waiting game, and not inexpensive.
In the mean time you may be able to substitute the missing tuner with a tuner from approx. the same time frame. I'd look for 1930's. Grover tuners, or perhaps old Waverly tuners from that period. Avoid drillng the bakelite. Provide the seller with the hole measurements you need on the tuner for sale. You want a substitute tuner that will give you a perfect fit... requiring No Drilling on your guitar.
That's what I would do.
