I came across this live footage of Emmylou Harris with the Angel band.click on the right photo.
I love the steel solo, doesn't sound like the period with James Burton and Hank Devito.

On her first reprise album there's a steel player Danny Pendleton, could this be him?

I found my answer, on the YouTube version it mentioned Danny Pendleton on steel.

I found a topic on the forum with more Danny Pendleton with Emmylou Harris.
I somehow remember reading somewhere he played steel besides having a full time day job.
I have a record from John Starling( Seldom Scene) where he also plays steel on some of the songs.

Danny also did some work with Linda Rondstadt.
He passed away around 07 - 08 I beleive.
