I picked up the recently_for_sale Dekley D-10 and all is well except for C6, S-4 raises (P4/P7).

With everything disengaged and unstrung the control finger(?) appears to be jammed on the changer axle. It takes a lot of force to move it. When I manually move the lower finger it also moves the raise finger.

I poked and prodded and don't see foreign bits of crap.

Not wanting to try my hand at a changer tear down I'm letting the finger soak, getting as much lube in there as possible.

Am I missing anything obvious?

Am I on the right track?

Short of a tear down, anything I might try? A penetrating oil?

This isn't a critical thing although I'd be missing P7.

This is a "basement" guitar. My "noodling" steel, which is different from my "gigging" steel.

You can TRY removing the strings and return springs, then driving out the axle, if it's accessible.
If the axle shaft end is inaccessible, you can attempt penetrating oil, and perhaps use a different rod (since ISTR you're a tech guy, if you have a standoff with a male end smaller than the hole in the scissor but female shoulders larger than, put it on the end of a rod going back into the guitar, hold it against the hole in the raise scissor and put a screw in there) to manipulate the scissor to a greater degree than pullrods ever would.
But, sad to say, the PROPER answer is a thorough teardown.

If the lube does not work, try naptha (lighter fluid) to remove any grease/gunk buildup. Also, you can try carb cleaner - this was Lane's recommendation to me once when I had a finger that was not working right, and it fixed it. Not sure of the long-term impact since it does have some oil in it so leaves a residue - but if the alternative is to pull it apart, and this works, what the heck? Brake cleaner does not leave any residue, so maybe that would work too - but don't get either on the laminate or lacquer surfaces!
