I always thought that '#14' referred to the hole furthest from the cross shaft.
If I'm wrong, I've been doing it wrong for years!  )

On every rodding chart I have worked with, Rains, GFI, MSA and Mullens they count the holes on the bell crank away from the cross shaft, As No. 1 and then out, However many holes are in the bell crank.
Most rodding charts start at the closest hole to the Changer shaft, And count away from changer shaft, For Pull rod/Nylon tuner holes. (Example) If the changer has 3 raise 2 lower ability, Hole 1-2-3 are raise holes, Holes 4-5 are lower holes.
I think why they do it that way is, From the guitar setting up on its legs, And then upside down on a cradle to work on, Up and down would be complete udder confusion.
