That little twin neck lap is the steel which Kenny built himself I believe.

Scotty used to call Kenny "Mr Velvet Touch"

What sort of bar is he using? It seems twice as tall as a normal steel bar.

I've seen some specialized bars with a raised top section. It appears to be one - it almost looks like 2 tone bars.

I assume it's similar in principle to the Stevens steels, but the bottom bar has a rounded tip.

I've searched for an image of one but cannot find it right now.

Wow, that is a great version of Hula Blues, beautiful playing.
You can see his bar pretty well here:

A few years back Kenny developed a problem and he couldn't lift the bar off the neck. So he basically put two bars together. A regular round bar below a stevens style bar. I think he just welded them together. It works well for him and Iv'e never seen him use anything but this bar for years now.

Kenny is a master steel player but better than that....he is a terrific bloke! He has played with the best and I am proud to call him my mate. Kenny sent me this just last week! This is going straight to the pool room (my Ozzie formurites will understand this)
Chris is correct about his steel. It is custom made by himself. They are glued together with a special metal binding adhesive. The bottom bar is drilled and lead filled in the holes. The top is an upside down Stevens bar. I've played with it and it's terrific!!! The height does need to be played a lot to become familiar.
Kenny's Dobro is also 7 string. I had the most amazing musical experience at our last Brisbane Steel Guitar Festival when Kenny asked me months prior to play a set with him backing me. He saved my bacon more than once on the 9 instrumentals we performed together. I owe him plenty. He, along with his wife Emma Hannah, a seasoned singer and performer in her own right, will perform at our upcoming festival 1 pm 24th June Geebung RSL.

That's an interesting way to solve a problem - and a good use for a Stevens bar.
