This lick is very simple. It uses a C bass pedal point against upper harmonies on strings 1 and 2. It's probably most useful in a jazz (or other context) when the chord progression is "going' home." You can get away with all kinds of tensions/dissonances (based on your taste for such sounds) because you know all that tension will be released when you get to the one chord. The first D/C chord also makes a cool ending chord for the key of C.
