Yes. I've never used Band-in-a-Box (BiaB) exclusively for that purpose but it can be done.
I opened BiaB then loaded a MP3 file. BiaB converted the MP3 to a WAV file and loaded the wav file into the audio track. I then opened the edit audio window as you can see in the screen shot below.
With BiaB open, press F3 or navigate to File > Open to open a file explorer window. Browse to the MP3 file.
The MP3 file is converted to a wave file and loaded into the Audio track.
Use Control + Shift + A (Ctrl + Shift + A) or Audio > Audio Edit Window to replace the chord sheet window with the audio edit window.
