The video says Pedal Steel but that's just a triple neck regular steel correct?

It's a triple neck pedal steel.

Dang that's a one of a kind right there! Was Wakefield using the pedals can you tell? Sounded to me like straight lap.

I'm pretty sure that in the video Jeremy used no pedals. Speedy rarely used pedals from what I know.

Speedy rarely used the pedals for typical "Nashville style" bends but they were a huge part of his sound for sure.

I think Jeremy is using them too (one at least) - certainly sounds like it to me - and you can just about see his left foot moving as he appears to engage it. He moves his foot at exactly the same time in the signature phrase each time he plays it and you can hear the major third lower a semitone (if he was tuned to A6 - which he probably isn't - it sounds like the C# string is dropping to a C).
