I think I hear a dobro-lke sim there and looks like he's doing a lot of hammered and open tuned notes, so maybe that's the reasoning behind the capo, putting the tuning in a more comfortable playing position and maybe a bit different sound for the song.
I still have a tiny steel bar that will slide between the strings and the fretboard on a pedal steel. I don't use it much but it makes for some interesting things. You can capo at the 12th fret and play behind it for some weird harmonics things too.

I'm surprised that you can use the pedals with this. Looks like it would attempt to pull other strings and loose tuning. Seems to work well here. |

I did...and the additional pedal rods too. Maybe some mods to this Encore. Another example of how a modern pedal steel might be utilized/customized. I like it.
The girls and band did a nice job with the tune. |
