Does anyone make a D9th string set for pedal steel guitar already packaged because I'm too stupid to figure out the gauges.I want to try this exactly like an E9th set but a step down.

I doubt that anyone still makes prepackaged sets for 10-string D9th, as there is virtually no demand. But if you want to go that road, here's the "standard" pedal steel gauges for that tuning:

.014 - E
.017 - C#
.013 - F#
.016 - D
.020 - A
.024 - F#
.030 - E
.034 - D
.036 - C
.042 - A

I played that tuning for a couple of years using the regular E-9 strings. I don't remember any problems.

EDIT:I sat down and retuned my guitar to D9th using a usual string set. What I found was pedal action became sloppy and I had to retune all pulls by maybe a half to full turn.

Sustain seemed slightly shorter and a little muted with a little string rattle if you pick with any authority.

Will it work with standard strings? Yes but the action and sustain do suffer to some degree.

In the end I didn't really like it as I felt the guitar sounded and felt like something was wrong with it.

Increasing string gauge would probably fix the above issues but then you have the issue of also having to relearn the neck which is not for me.

I think D9th would be best with a longer scale too. At least the larger gauge strings. When I tried it, I also experienced the same outcome with the pedals and didn't like the feel of it. A lot less sustain as well.
