It's been 24 and 1/4" for as far back as I can remember. In talks with the late Ron Lashley, he said that it was a catch 22 situation as to scale. The longer the scale, the better sustain, but the greater string breakage.
After experimeting, he said, they settled on 24 and 1/4".
On keyless PSG's, they can get by with longer scales. Sierra Keyless uses 25". Excel's use 25 and 1/2". This would not work on a Sierra. It works on the Excel because the way the changer pulls. IE, it does not change pitch by bending the string. Rather it pulls in an almost straight line.
