| Is there any tab or music recorded of Hal Rugg solo or otherwise? He had a way of turning notes around which was unique that I need to take a closer study on. |

Don't know about tab offhand, but he did an instrumental album several years ago titled "Altered Ego". Some classic Hal licks and runs. It's available from b0b's catalog of music here. http://pedalsteelmusic.com/tapes/A-156.html
You may be already be aware of this, just a heads up in case you don't.
I don't know if Hal ever did any instructional material, but someone may have other recordings from steel shows. |

There is gentleman who sells some Hal Rugg recordings and tabs on Ebay. You may want to search Hal Rugg on Ebay and see what comes up.

Did Hal and Weldon always use C# as the 2nd string? |

For a short time, Weldon tuned his E9 like this, by removing the (B) from #10. Lo to Hi: D~E~F#~G#~B~E~G#~C#~D#~F#
He used this tuning on several of Connie Smith's recordings. One song being “I'll Come Running To You”. The C# on the 3rd. string was not on a pedal-change. He later needed the (B) on #10 and didn't want to go to more than 10-strings, so; he returned to the standard E9-Tuning. I got this info. directly from Weldon several months ago, when I was considering going to a D-12 PSG. My E9-Tuning would have been Lo to Hi: E~B~D~E~F#~G#~B~E~G#~C#~D#~F# and C6 would have been: C~F~A~C~E~G~A~C~E~G~B~D, still using pretty standard copedents.

recording - Did she re-record it with Hal?

Russ; Not to my knowledge! And Weldon had his C# on his 3rd. string, not the 2nd. To make room for it, Weldon removed his (B) from the 10th and moved 7-strings down one notch. D~E~F#~G#~B~E~G#~C#~D#~F#
