The white stuff leaking out of the cap is probably dielectric. This indicates that the amp needs a cap job. Probably all of the electrolytic caps need to be replaced. Not a cheap job but well worth it ...

The reverb will not work if you plug in the power amp in, however, if you plug into the POST return on the front of the amp, you are in the same as power amp in, BUT, you get the Reverb.
