That's the 'G11' tuning but with an added G on top and on bottom. It's used in a lot of old Hawaiian music.

That's Bobby Koefer.
He didn't wear fingerpicks from what I can tell. I think helps the kind of chiming he's doing. Just touching the string with his index and picking with his thumb. |
