The nice thing about playing with no picks is that after a while calluses build up on the fingers, giving a great variety of tone. People probably go back to picks because of the quicker attack.

I remember Stu Basore using the cut off end of a broom handle. I can't remember the song but it was a classical and sounded like plucked/ pizzicato strings. A great effect.

I think you are right about lapsteel players being generally more knowledgeable about theory.
This probably comes from Hawaiian and western swing players playing in bands with horn players and bigger ...
