I believe the Steel Player is ERNIE BALL. He worked a lot with Tommy Duncan before he started selling strings.

I'ts not Noel Boggs but he is using a lot of Bogg's syle and phrasing. Boggs was an enourmous influence on Steel Players through the middle 50's amd was easily imitated on simpler Songs.
