L indicates the lever that lowers your Es (strings 4 and 8)

R would indicate raise the Es.

Some tabs use letters, often but not always D for the lowers. There should be a note on the Tab that says which is used.

If the letters are on top of each other they are picked together.

Calvin,
It is a seventh chord, also called a DOMINANT seventh chord. I'm guessing it's on the 4th, 5th and 6th strings. Since it's at the 2nd fret, that combination of strings with the B pedal (second pedal) and the knee lever that lowers your E's ('L' means lower), you will get a C#7 chord.

And, yes, if the tab looks like this:
1-----

2-----
3-----
4---2L
5---2
6---2b
7-----
8-----

you play all three strings with your bar at the second fret, and the B pedal and E to Eb lever engaged.

You'll have to figure out which of your levers lowers the E's. On most guitars it's either Left Knee Right or Right Knee Left.

Hope this helps

Great song
If you don't already have it, get a copy of Charlie Pride "Live at Panther Hall". The best version ever -- live or studio. Mr. Lloyd Green taking all of us to school. Have a lesson.
