Those Fee Bay auction pedals you mention, Mark, are stated as "70's" era. Not sure of a retrofit. Maybe Jim Sliff or another Forum member might advise you. Early 400 models had stamped metal parts for pedals, mounted in a different way on the bar.
YMMV, but not certain those offered retrofit exactly. Still your 60's 400 is a very good candidate to restore. Wonder what became of the originals? 😮
