I suddenly became aware that this song is on Weldon Myrick's Pedal man that I have listened to in my teens.
I heard it last week on the radio (again).

I wonder if Weldon Myrick plays on Gerry Rafferty's version.
I couldn't find it on the internet.

I always thought it was Weldon, and a few years ago, I searched it out. I always liked that riff, and Weldon does a great job on "Pedalman."

The credits on the Gerry Rafferty's album list "Brian Cole" as the steel player.

I know nothing re: the accuracy of the credits but Brian Cole is BJ Cole.

BJ Cole did all the turnarounds on this. I bet very few people realize it is pedal steel. The middle turnaround is the only one where you can actually hear the pedals.
