Any ideas on how to get this effect on the non pedal steel guitar? Special pots, amps, effects pedals? Right and left hand technique? Amp settings?

It's just a passive tone sweep.

Some players use the tone control on the guitar. Some modified the guitar adding a spring loaded lever attached to a tone pot. Fender, DeArmond and Bigsby made foot pedals that controlled volume in the usual up and down direction and tone moving from side to side.
