What is happening when the Red hex nuts in the changer endplate get turned? I found out that they should never be adjusted. Mine have been turned, so I am curious how to make sure they are in the correct position before I try any thing.

The red nuts hold the finger in neutral, so to speak, on the strings that are lowered. If it's working right don't worry about it.
They should be adjusted such that they hold the finger in line with its' neighbors.
