I have a fox modded Nashville 400 that just started making this nasty blown out sound when the volume pedal goes above 30% I looked at the speaker and the dust cap fell off. Do you think I can glue the dust cap back on and it'll go away? Do you think it's safe to say I need a new speaker? Or do you think it might be something else?

You can probably glue it back on, but in my experience you don't need it.

As for if that will solve the real problem, it's hard to say without hearing it.

Jon, if you think It's the speaker, BWs are notorious for the foam pad behind the voice coil dry rotting. Remove the magnet and carefully clean the voice coil gap. YMMV! Hope this works for you JS
