Fred, if I understand you right, here is a picture and how I installed the front height adjustment bolt on my MSA Vintage XL 1978.

On my guitar, there was a washer under the single front bolt head and on top of the spring. That washer is to hold the spring in place. When I placed that single front bolt into the neck slot, I used a small electronic's type flat head screw driver, between the bolt head and the washer--pushing down on the washer, so I could slide the bolt head on top of the neck slot and the washer going underneath the neck slot. Hope this helps.

Right. The two springs on the changer side push up from the deck, and the one on the neck side pushes down, and the washer is fairly important. Not essential, but a real pain without it.
