Justice, Mullen, Fessenden spring immediately to mind.
I bet Williams and MSA will. If you want another make, ask the maker. Even if they don't have it on the price list, I bet around Â¾ of the makers will do it

Used left-handed pedal steel guitars do come up for sale in the forum occasionally.
It depends on how big a hurry you are in really.
Also depends on the desired set-up you are looking for as well.
I have bought three lefties off the forum in about the last 10 years. 2 of them were recently though.
Good luck, I know how hard it is.
