I believe it is Steve Hinson.

Steve's played on a lot of sessions with Trace. He played steel on "Don't Lie", "More", and many other songs Trace recorded after the More record. Paul Franklin played on Trace's "Dreamin' Out Loud", "Big Time", "More", and on a few songs on the "Chrome" record, which featured Paul on some songs and Steve on a few songs and on a record that Cracker Barrel had in the store, Steve played steel on Trace's version of "Sunday Mornin' Comin' Down"

Yes. He played on "Thinkin' Thing"-every steel part

I stand corrected. I can't remember where I saw that it was probably Steve. But Allmusic lists it as Paul.
