I apologize in advance, I know everyone cringes when they see a post about tuning. I couldn't find this answer on old threads, although I'm sure its in there somewhere 
I was watching a Jeff Newman video and when he was instructing on tuning the pedals, he said keep both A & B pedals down while tuning each. The numbers that he was giving were consistent with his tuning chart on his website, but I didn't see where it says that anywhere on it.
My question is:
When looking at someones tuning chart, is it a rule of thumb that you're supposed to hold both pedals down while tuning each? Is that the most common way?
What about the Petersons? When I got my Peterson Tuner I asked tech support, and they said no, but It sounded better to me with both pedals down. ..
(now I'm using a $20 Seiko that has a digital readout of the cents lol)

I always tune A and B with both down, and the E# lever with the A pedal down. If they're used together, tune them together.

When you use a tuning chart or a preset on at tuner the pedals should not be engaged unless it is specified.

That's what I'm saying. Newman's chart doesn't specify pedals down tuning, yet he says to do it on the video.
I've been using the Larry Bell tuning. I'm not sure if it is supposed to be tuned with pedals down but I did it that way and it sounded great at the gig last night.
