The short answer - No.
While there are a few software programs that claim to be able to convert audio into midi data, which is what you are asking, I have not found one that works worth a hoot. IF there is only one instrument in the audio stream (no drums, bass etc) it may be able to get most of it. But that is really worthless as usually you are trying to lift the music off a CD.
What you can do - starting with BIAB 2008 and do better in BIAB 2009 is use the Audio Chord Wizard which does an excellent job of charting out the chord structure of an audio file (like a CD).
It takes a little studying of the manual and a few tries to get it down; but it is dead on everytime I have used it.
A little known option is that you can display the Notes that the Chord Wizard is reading to interpolate the chords. So, while it can't turn those notes into MIDI notes (yet!); they are there for you to see. So it is not hard to see that the lowest notes are the bass line and the rest are a part of the chord/melody structure.
