Certainly that is the main use for an iPod, but most models actually can be used as recorders. Early versions were limited to a 8kHz (telephone quality) cap on recording, although you could get to 96kHz mono by installing iPod Linux.

Starting in 2005 support for 44.1KHz (CD quality) stereo recording was added.
